Emergency Transportation Services

The City of Philadelphia requires on-demand, scalable, and as-needed emergency transportation services. The agency is trying to solve the problem of transporting vulnerable populations, including unhoused individuals, the elderly, the disabled, and children, during emergencies using ADA-compliant and accessible vehicles. Additionally, the agency needs to transport essential, emergency response, and public safety personnel, and requires stationary vehicles to serve as emergency respite for displaced individuals before shelters open. The scope of work covers providing all necessary equipment and management services to meet the city's established transportation needs. The contractor must deliver the requested transportation services within twelve hours of the initial request. Hours and locations of work will vary based on the specific needs at the time of each service request. Eligible bidders must be onshore organizations based in the United States. The performance of the requested work will take place offsite. The agency has not disclosed a specific budget and is currently looking for proposals to determine the cost.
