Comprehensive Plan Update and Housing Assessment Services

The City of Albion, Michigan, is seeking a vendor to provide a comprehensive plan update and housing assessment services. The agency needs to address inconsistencies in its current Master Plan, City Zoning Code, and other relevant documents to establish a cohesive vision for the community. The primary goal of this project is to develop and complete a 5-Year City Comprehensive Plan that aligns long-term strategic priorities with community input. The scope of work requires the selected vendor to analyze demographic, socioeconomic, and economic trends affecting growth and downtown revitalization. The project covers reviewing existing land use, zoning, and development patterns, as well as summarizing environmental, transportation, and infrastructure conditions. Additionally, the agency requires geographic information system (GIS) mapping to track vacancy, housing condition, and affordability. The vendor must assess redevelopment, infill, and rehabilitation opportunities and provide policy and program recommendations to address local housing needs. The agency is requesting public engagement sessions designed to involve all residents in the city planning process, alongside online engagement tools such as surveys or a project website. The vendor must also deliver engagement summary reports documenting findings and participant demographics to ensure equitable and accessible outreach. Eligible bidders must be onshore organizations based in the United States. The performance of the contracted work may occur onsite or offsite. The agency has not disclosed a set budget and is currently looking for proposals to determine the cost of the project.
