The agency is trying to solve the problem of user accessibility and content management by establishing a user-centered website that allows users to easily find, understand, and act on information. The new platform must convey credibility, transparency, and authority appropriate to a public sector organization while remaining approachable and inclusive for users of different digital confidence levels. The scope of work covers the creation, rewriting, and editing of website content to ensure it is clear and written in Plain English. The agency requires the website to meet WCAG 2.2 AA accessibility standards at launch and apply inclusive design principles across all content, navigation, and interaction design. The platform must provide modular or block-based content editing with reusable components so agency staff can efficiently create and update dynamic content through flexible templates. Additionally, the system must feature a modern, relevance-based search algorithm with autocomplete suggestions, search engine optimization, generative engine optimization, and social sharing metadata standards. Eligibility is restricted to onshore organizations located in Ireland. The agency requires the performance of all work to be conducted offsite.
