Court Reporting and Transcription Services

The circuit court is seeking a vendor to provide court reporting and transcription services on an as-needed basis. The agency needs to record the daily Monday through Thursday criminal docket, the Friday criminal sentencing docket, and all criminal trials. This coverage must capture all motions, arguments, testimony, judicial rulings, jury charges, verdicts, and any other matters transpiring on the record while the judge is on the bench. The scope of work requires recording proceedings via stenographic or real-time reporting, though the court will consider audio recordings if the quality and accuracy of the transcriptions are satisfactorily demonstrated. The selected vendor must transcribe proceedings upon request, download speech-to-text transcriptions via Microsoft Word to create uncertified transcriptions, and deliver all speech-to-text digital audio records to judicial chambers. Additionally, the reporter must locate testimony quickly and read back requested portions of the proceedings upon the judge's request in the courtroom. Bidders must file every original record, including notes and tape recordings, with the clerk for preservation in the public record. Transcripts must be filed electronically in certified PDF format consistent with the rules of the supreme court, and all transcripts requested by the judge must be delivered electronically by regular delivery. The performance of this work will occur offsite, and eligibility is restricted to onshore USA organizations. The agency is looking for proposals to determine the budget for these services. Bidders must submit their responses digitally via email or online. A virtual pre-bid meeting is scheduled for June 8, 2026, and all questions must be submitted no later than June 10, 2026.
