The agency is seeking a subscription-based integrated real-time radio transcription service or equivalent AI-powered assistive dispatch solution. This service must provide automated, high-accuracy real-time transcription of all primary and secondary public safety radio channels and talk groups. The solution aims to assist dispatchers, improve situational awareness, reduce cognitive load, and support incident review, training, and quality assurance. The scope of work requires optimized performance in public safety radio environments characterized by background noise, audio distortion, multiple speakers, radio codes, and accents. The system must support simultaneous multi-channel transcription and standard interfaces such as API, SIP, or vendor-specific connectors compatible with common public safety radio systems. The agency also requires supervisor and training dashboards with analytics, reporting, incident summary tools, implementation, training, and go-live support. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to be conducted either onsite or offsite.
