The system must accommodate live and recorded audio and video inputs while preserving all available timestamps, metadata, and audio channel separations. The provider must establish procedures for handling poor audio quality, background noise, or overlapping speech, and deliver transcripts in Microsoft Word, PDF, and plain text formats. Additionally, the agency requires tools for making corrections and edits, disaster recovery and backup processes, and webinar or in-person training for staff. Eligible bidders must be onshore organizations based solely in the United States. The selected provider must perform all work offsite at their own office premises.
