RFI for Social Listening Software

The Department of Veterans Affairs is seeking information on a fully managed, cloud-based Software-as-a-Service social listening platform to improve visibility into Veteran sentiment and emerging issues on social channels. The agency currently struggles with the timely detection of service gaps and potential Veteran crises due to a lack of visibility. The requested solution must run on a cloud infrastructure, require no software downloads to agency computers, and require no agency management of the underlying infrastructure. The scope of work requires a vendor-hosted or third-party-hosted solution requiring no local servers or custom interface development. The platform must enforce role-based access control for viewing, editing, publishing, workflow management, and administration at the individual and group levels. Additionally, the system must provide at least one dedicated sandbox environment logically separated from production for safe testing and validation. The agency requires built-in, enterprise-grade artificial intelligence and machine learning capabilities, including natural language processing, sentiment analysis, topic detection, and predictive analytics operating natively within the platform. The software must natively track brand visibility, sentiment, and presence across AI-driven search platforms such as ChatGPT, Gemini, and Perplexity. It must also include visual and multimodal AI capabilities to detect brand presence, logos, objects, and scenes in images and video content. Eligible respondents must be onshore organizations based solely in the United States. The selected vendor must perform all work offsite at their own office location. The agency is currently looking for proposals to determine the budget for this initiative, and no specific key dates are provided in the request.
