Housing Management System

The agency is seeking an enterprise Housing Management System to support approximately 3,400 beds across residence halls and apartments. This system will serve Housing and Residence Life, Finance, IT, Facilities, Dining, Conference Services, and related stakeholders. The selected vendor must provide software, implementation services, data migration, integrations, training, documentation, and ongoing support. The project requires a cloud-based deployment model that maintains 99.99 percent monthly uptime and supports seasonal spikes without performance degradation. The system must feature real-time status publishing, a machine-readable status feed, and email or SMS alerts. Security requirements include TLS 1.2 or higher encryption in transit, AES-256 encryption at rest, annual third-party penetration tests, and vulnerability patching within seven days for critical issues and fourteen days for high issues. The agency prefers primary data processing and storage to reside within its own environment. The system must allow staff to configure announcements, alerts, links, and help text without advanced HTML skills. In the event of a security incident, the vendor must notify the agency within 24 hours and cooperate on a root cause analysis. Bidders must perform all work offsite and must be located onshore within the United States. The contract period will span one year, and the agency is looking for proposals to define the budget.
