Data Management Support Services

The Bureau of Ocean Energy Management, a government authority located in Virginia, is seeking data management support services to bolster its Data Management Program. This program supports geoscience data management workflows that are foundational to offshore Geologic and Geophysical permitting, leasing, and development. The agency is transitioning its working and archive data storage resources to the cloud in Microsoft Azure to establish a systems approach to managing geoscience data. The scope of work requires the selected contractor to develop data documentation, metadata, and data process flow diagrams. The contractor will assist agency data managers with testing and developing virtual desktop technology by interfacing with IT staff and providing input. Additionally, the project involves developing validated data acquisition, development, interpretation, and publication workflows for geoscience data that meet underlying resource evaluation business processes. The agency requires the contractor to perform database upgrades and maintenance in coordination with IT to ensure proper system functionality and full, correct data transfer. The contractor must also develop and document conceptual data architectures and frameworks that guide the long-term prioritization and management of conventional energy data assets. The geoscience software environment utilized for this work includes S&P Global Kingdom, SonarWiz, and Environmental Systems Research Institute ArcGIS Pro. Eligibility is restricted to onshore, USA-only organizations. The agency requires all performance of the work to be conducted offsite. Bidders must submit their responses digitally via email or through the designated online portal, and the agency is currently looking for proposals to determine the budget.
