Ambulance Billing and Collection Services

Sussex County is seeking a vendor to provide comprehensive ambulance billing, collections, and payment processing services for basic life support ambulance operations. The county needs a partner to manage the entire revenue cycle, which includes downloading billable transport and treatment records from the ImageTrend electronic patient care reporting system, reviewing the data for accuracy, and submitting claims to Medicare, Medicaid, private insurers, and self-pay patients. The selected provider will also manage collections, track patient payment plans, assist with patient inquiries, mail Notice of Privacy Practices to all transported patients, and deposit collections directly into each applicable fire and ambulance company's bank account. The scope of work requires the vendor to maintain full compliance with all federal, state, and local laws, including HIPAA and Centers for Medicare & Medicaid Services regulations. The vendor must communicate any changes to rates, reporting requirements, or laws affecting ambulance billing well in advance of their implementation. Additionally, the county requires the vendor to provide detailed monthly financial reports, deposit summaries, and a monthly bill for services rendered that details the collections generated by each individual company. Eligibility is restricted to onshore organizations based in the United States. The vendor must perform all work offsite at their own office location. The county has not disclosed a specific budget and is currently looking for proposals to determine pricing. All questions regarding this opportunity must be submitted no later than June 5, 2026.
