Third-Party Administrative Service

The agency is seeking a vendor to provide third-party administrative services focusing on payroll and claims payment administration. The selected provider must deliver comprehensive COBRA administration and recordkeeping services specifically for continuation coverage under the agency's program. These services include dedicated toll-free inquiry lines, takeover of current COBRA continuants with administrator change notifications, and the creation and delivery of qualifying event packets. The scope of work also requires the provider to handle COBRA premium billing, collection of premiums and fees, and coverage reinstatement or termination. The provider must remit collected fees and reinstatement or termination notifications to the agency on a regular basis. Additionally, the agency requires monthly reporting of premium disbursements, active COBRA participants, pending participants, and terminated participants. Bidders must be onshore organizations based exclusively in the United States to be eligible for this opportunity. The agency requires all performance of the contract work to be conducted offsite. The contract period will span a duration of two years. The agency is currently looking for proposals to determine the budget for this initiative.
