Third Party Administrator Services for Workers’ Compensation Claims

The County is seeking a third-party administrator to manage its self-insured workers' compensation program. The selected administrator will handle claim qualification determinations, process all required payments, and perform all necessary reporting. The agency needs a partner to manage day-to-day operations for all open claims cooperatively with the Department of Finance, Risk Management Division staff, attorneys, and actuaries. The scope of work requires the administrator to assume adjusting responsibility for outstanding claims while maintaining reasonable pending claim volumes for adjusters to ensure thorough investigations and regular communication. The administrator must receive claims on a twenty-four-seven basis via fax, email, or other electronic means, and send an acknowledgment to the employee and the County within twenty-four hours. Additionally, the agency requires telephonic claim reporting seven days a week and twenty-four-seven online access to a real-time claims system containing adjuster notes and communication options. The administrator must provide case management services, pre-settlement evaluations, and Medicare Set Asides upon request within County-established time frames. The requested services also include providing case synopses, settlement recommendations, and detailed financial breakdowns of indemnity, medical, and future expenses. Only onshore organizations based in the United States are eligible to bid for this contract. The work will be performed entirely offsite, and bidders must submit their proposals digitally via email or online.
