COBRA, FSA, and HSA Administration Services

The County is seeking a vendor to provide comprehensive Consolidated Omnibus Budget Reconciliation Act, Flexible Spending Account, and Health Savings Account administration services. The agency needs a partner to manage health and dependent care Flexible Spending Accounts and Health Savings Accounts, which includes performing discrimination testing, processing participant reimbursement requests according to plan and Internal Revenue Service rules, and providing daily transit claim reimbursements via check or direct deposit. The selected vendor must also offer online web tools for enrollment, expense documentation submission, and account balances, alongside fax and email capabilities and periodic employee statements. For the administration of Consolidated Omnibus Budget Reconciliation Act services, the agency requires the distribution of initial notices, election notices, enrollment applications, coupon mailings, billing statements, and termination letters. The scope of work also covers premium collection, premium tracking, automated clearing house premium deductions, and the mailing of annual enrollment rate changes, notices, and plan design changes to participants. Additionally, the vendor must provide ready-to-print employee communication materials, attend initial transition meetings, potentially attend the first open enrollment meeting, and advise the County of any regulatory, legal, or procedural changes affecting the administered plans. Eligible bidders must be onshore organizations based solely in the United States of America. The agency requires the selected vendor to perform all work offsite at the vendor's own office premises. The County is looking for proposals to determine the budget for these services, and bidders must submit all questions regarding this opportunity no later than May 18, 2026.
