Medicaid Billing Technical Assistance Service

The agency is seeking one to three qualified technical assistance providers to support up to twelve regional agency-funded reentry organizations that deliver services to individuals returning from incarceration. The selected provider will conduct comprehensive administrative and technical infrastructure audits to assess Medicaid reimbursement readiness, identify internal system gaps, and review compliance and data security. The project also requires mapping service continuity to evaluate how these organizations coordinate and share information with correctional facilities and Medicaid providers. The provider must develop up to twelve individualized sustainability plans to serve as roadmaps for Medicaid readiness and long-term financial stability. Additionally, the provider will deliver educational alignment and resource navigation by utilizing established training materials and conducting comprehensive walkthroughs of the agency website. The scope includes tracking and sharing professional development opportunities for peer support staff, continuing to assess and improve administrative gaps, and integrating referrals with the broader state healthcare and reentry ecosystem. Eligible bidders must be onshore organizations based in the United States. The selected provider will perform all work offsite during a contract period of one year. The agency is looking for budget proposals and has scheduled a pre-bid meeting for May 27, 2026, with all questions due no later than May 28, 2026.
