Financial Advisory Services

The City of Winston-Salem, North Carolina, is seeking a financial advisor to provide ongoing financial advisory and consulting services for a three-year period. The agency needs assistance with managing all City debt issuances and monitoring potential debt refundings. The selected partner will help organize the financing team for transactions, assist in the selection of a Bond Attorney, and develop and distribute the finance calendar to team participants. The scope of work requires updating City information in the Official Statement and preparing materials and presentations for ratings meetings. For competitive bid sales, the advisor must perform bond resizing on winning bids to account for bond premiums or other necessary adjustments. Additionally, the agency requires the development of financial and debt models to determine bond issuance capacity, tax rate impacts of new debt, and other variables. Eligibility is restricted to onshore organizations based in the United States. The agency allows the performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for budget proposals to determine the cost.
