Utility Revenue Requirements Expert Service

The Ohio Consumers' Counsel, located in Columbus, Ohio, is seeking utility revenue requirements expert services to assist in determining appropriate rate bases, operating income, and overall revenue requirements. The agency needs independent contractors to provide technical assistance, review, analyze, and evaluate all materials filed by the utility and other parties in the proceeding. This project aims to solve the challenge of scrutinizing complex utility filings to protect consumer interests during rate proceedings. The scope of work covers a comprehensive review and critique of the utility's proposed revenue requirement for a multi-year period, including the application, work papers, and supporting testimonies. Contractors must prepare discovery requests, such as interrogatories and requests for production of documents, and draft pre-filed direct testimony. The required testimony must include detailed schedules supporting the recommended rate base, operating income, and overall revenue requirement. Eligible bidders must be independent contractors located onshore within the United States. The agency allows the performance of all contracted work to occur offsite. The contract period will span one year from the date of award. The agency is looking for proposals to establish the budget for these services.
