Rate Return Expert Service

The Ohio Consumers' Counsel, located in Columbus, Ohio, requires a rate return expert to assist with utility proceedings. The agency is seeking an independent contractor to review, analyze, and evaluate all materials filed by the agency. The selected contractor will analyze and critique the utility's proposed rate of return and capital structure for each year of a multi-year period, including the utility's application, work papers, and supporting testimonies. The scope of work includes preparing discovery requests, such as interrogatories and requests for production of documents. The contractor must review responses to all parties' rate of return discovery and assist the agency in preparing responses to discovery requests served upon the agency by other parties. The agency requires all work to be performed offsite, and the contract period will run for one year. Eligibility is limited to onshore contractors located within the United States. The agency is looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than June 8, 2026.
