Pole Attachment Audit Services

The City of Georgetown, Texas, is seeking a qualified contractor to perform comprehensive pole attachment audit services. The municipality needs to resolve discrepancies between its physical utility pole infrastructure and its existing joint-use and pole attachment records. This initiative will help the local government identify unreported or misattributed attachments, ensure regulatory compliance, and update its asset management systems. The scope of work requires field data collection and subsequent data management and reconciliation. For the field portion, the contractor must record pole identification numbers, GPS coordinates, heights, classes, conditions, manufacturing years, material types, and span lengths. Field workers must also capture geotagged photographs of all poles and identify all attachments, including telecommunications, cable television, broadband, fiber, wireless, and other facilities. For the data management portion, the contractor must cross-reference the field findings with the utility joint-use records to identify discrepancies. The contractor must develop a comprehensive pole attachment inventory database in a shapefile or geodatabase format that is compatible with the city GIS and asset management system. Additionally, the selected partner must provide updated records for ongoing joint-use management, reconcile violations, and communicate with attachment owners to initiate corrective actions. Eligible bidders must perform all work onsite and must be located onshore within the United States. The city allows digital proposal submissions via email or through an online portal. The agency has not disclosed a specific budget and is looking for cost proposals from interested parties to establish a one-year contract. The city has scheduled a non-mandatory pre-bid meeting for June 15, 2026. Prospective bidders must submit all questions regarding the solicitation no later than June 18, 2026. The agency will evaluate proposals based on the submitted qualifications and pricing structures to select the most advantageous partner.
