Fiscal Administrator Services

The City of Raleigh, North Carolina, is seeking a fiscal administrator to support its Tenant-Based Rental Assistance program. This program provides short- to medium-term rental assistance paired with supportive services to prevent homelessness for households at imminent risk and to rapidly rehouse individuals and families experiencing homelessness. The selected administrator must demonstrate the operational capacity to scale program administration rapidly if additional funding becomes available. The scope of work requires the administrator to define payment distribution mechanisms and prepare the participant enrollment process. The administrator must also provide training to case managers on the enrollment process and financial products. Additionally, the administrator is responsible for collecting, aggregating, and anonymizing participant rental assistance payment data, then transferring this data to the City or its approved designee. Eligible bidders must be onshore organizations based in the United States. The performance of all contracted work will take place offsite. The agency has not disclosed a specific budget and is looking for cost proposals from bidders. All questions regarding this opportunity must be submitted no later than June 1, 2026.
