The government authority located in Altadena, California is seeking professional accounting and financial consulting services to maintain accurate financial records and support its budgeting processes. The agency needs to solve the challenge of managing its ongoing financial operations, including preparing the annual budget, facilitating meetings with district staff and the board of directors, and projecting ten-year cash flows during each budget cycle. The selected partner will also assist with mid-year budget reviews and perform monthly analyses and reconciliations of the general ledger balance sheet and bank accounts. The scope of work covers the year-end closing of the district's accounting books and records in accordance with generally accepted accounting principles to prepare for the annual audit. The agency requires the preparation of year-end and interim schedules for independent auditors, coordination of the annual financial statement audit, and management of interim fieldwork. Additionally, the service provider must prepare monthly journal entries to close the books, including payroll entries, cash debit and credit entries, accruals, and reclassifications. Eligible bidders must be onshore organizations based in the United States. The agency expects the performance of all work to occur offsite.
