Financial Advisory Services

The New York government authority is seeking financial advisory services to support the State's financing programs and debt management. The agency intends to select two consultants, designating the highest composite scorer as the Primary Consultant and the next highest composite scorer as the Secondary Consultant. The selected partners will provide technical assistance, guidance, and advice on various financial assignments as requested by the authority. The scope of work covers analyzing the State's existing portfolio of State-supported debt to identify and evaluate refunding opportunities. This includes developing strategic approaches to issue refundings alongside the State's new money issuance needs. The chosen consultants must also monitor market conditions for potential issues or adverse changes that could impact the State's debt portfolio and annual debt service budget. Additionally, the agency requires the evaluation of various financing proposals prepared by underwriters and other members of the financial community. The selected advisors will evaluate the risk and value of variable rate and swap instruments within the existing State-related debt portfolio. The work also involves analyzing debt practices, debt service profiles, and debt capacity at other State public authorities, which includes modeling revenues and expenses. To measure ongoing performance, the consultants must prepare analyses to periodically evaluate the performance and selection of underwriters for State bond transactions. The agency is limiting eligibility to onshore organizations based in the United States. The performance of all requested work will take place offsite. The agency is establishing a contract period of five years for these services. While the authority has not disclosed a specific budget and is looking for proposals, it has set a deadline for inquiries.
