The Loup River Public Power District, a government authority located in Columbus, Nebraska, is seeking a qualified vendor to provide independent audits of its basic financial statements, other post-employment benefit plan, and retirement plans. The agency requires an independent audit of the annual report, which comprises a statement of net position, a statement of revenues, expenses, changes in net position, and a statement of cash flows for business-type activities. Additionally, the selected vendor must audit the single audit, plan financial statements, retirement plan financial statements, and transactions related to the sale of debt securities. The scope of work covers auditing the statement of fiduciary net position, the statement of changes in fiduciary net position, and the notes related to the financial statements for each plan, including the postemployment medical and life benefits plan. The agency also requires a report on compliance with requirements applicable to each major program and a report on internal controls over compliance in accordance with uniform guidance. The selected vendor must review the summary schedule of prior year audit findings and provide ongoing, timely technical advice and accounting consultations throughout the fiscal year regarding new Governmental Accounting Standards Board standards and compliance inquiries. Bidders must be onshore organizations based in the United States. The agency specifies that all performance of the work will take place offsite.
