The selected contractor must determine seasonal capacity and energy requirements alongside existing generation from operational projects. The agency requires an assessment of higher grid penetration, recommendations on future project size limits, and identification of excess fuel costs used for spinning reserves. The project also requires identifying the costs utilities and ratepayers pay for curtailment payments to maintain grid stability. The agency is asking for research on options for continued program growth and expansion. Additionally, the analysis must identify end-of-life replacement costs and ratepayer impacts for assets such as photovoltaic systems and batteries. The deliverables include a draft technical report for review and comment, followed by a summary document to share the findings with the public. The agency has set a contract period of one year. Performance of the work will take place offsite. Eligibility is restricted to onshore bidders located in Canada only. The agency has not disclosed a specific budget and is looking for proposals to define the cost. Bidders must submit all questions no later than May 29, 2026.
