Capital Improvement Plan, Development Impact Fee Nexus Study and Fee Update Service

The City of Solvang, California is seeking a qualified consultant to develop a Capital Improvement Plan and conduct a Development Impact Fee Nexus Study and Fee Update Service. The agency needs to establish a sustainable, actionable Capital Improvement Plan that aligns with its adopted General Plan and proposed infrastructure planning modifications. The selected partner will collaborate closely with agency staff, elected officials, developers, and the community to prepare all analyses, documentation, and findings required for the legally defensible adoption of development impact fees. The scope of work requires a comprehensive review of existing capital improvements, including the costs to upgrade, improve, expand, or replace infrastructure to meet current needs or regulatory standards. The consultant must analyze the total capacity, usage, and commitments of existing capital improvements, and establish an equivalency table showing the ratio of service units to residential, commercial, and industrial land uses. Additional tasks include identifying the purpose of each fee, determining facility standards based on demand and cost, analyzing existing deficiencies in public facilities, and demonstrating the reasonable relationship between the facility needs and the types of development projects. The agency also requires an analysis and estimate of the reasonable administrative costs to implement the mitigation fee program. Eligible bidders must perform all work offsite and must be located onshore within the United States. The contract period will span one year, and the agency is currently seeking proposals to determine the budget. Bidders must submit all questions regarding this opportunity no later than May 22, 2026.
