Revenue Allocation, Rate Design and Bill Impacts Expert Cost Service

The issuing agency is seeking an independent contractor to provide revenue allocation, rate design, and bill impacts expert cost services for an ongoing proceeding. The selected contractor will analyze and evaluate the utility's proposed cost-of-service studies, revenue allocation, and rate design for a multi-year period by reviewing the utility's application, schedules, work papers, and supporting testimonies. The agency requires the contractor to propose alternative cost-of-service studies, revenue allocation, and rate design results specifically for residential customers, as well as calculate bill impacts for various rate design proposals. The scope of work also includes providing technical support during the discovery process of the proceeding. The contractor must prepare discovery requests, including interrogatories and requests for production of documents, and review responses to the agency's discovery. Additionally, the contractor must attend depositions as required by the agency's lead attorney and provide deposition testimony when necessary. Eligible bidders must be located onshore within the United States. The agency requires the performance of all work to be completed offsite. The contract period will span one year, and the agency is currently looking for budget proposals from bidders. All questions regarding this opportunity must be submitted no later than June 8, 2026.
