Purchasing Card Services

The City of Carlsbad, New Mexico, is seeking a qualified vendor to provide comprehensive purchasing card services for the local government authority. The agency requires a robust program that includes immediate card number generation, online activation, chip cards with EMV protection, and flexible card embossing options. The selected vendor must manage card delivery, activation, cancellation, temporary locks, suspensions, terminations, and rapid card re-issuance. The scope of work covers security and fraud detection features, dispute and chargeback processing, and customizable expense controls. The agency needs the ability to create codes, edit or lift restrictions, establish hierarchy levels, and adjust transaction and monthly limits electronically in real-time. Bidders must detail their billing statement methods, rebate structures, speed-of-pay incentives, and any minimum annual purchase requirements. The agency requires advanced data reporting capabilities, including the ability to download transactions into Excel spreadsheets. The system must generate transaction detail reports, decline reports, authorization reports, and cardholder status reports. Bidders must also provide detailed information regarding all costs and fees associated with the start-up and maintenance of the program. Only onshore organizations based in the United States are eligible to submit proposals for this opportunity. The selected vendor must perform all work offsite at the vendor's own office location. The agency is currently looking for proposals to determine the budget and financial structure of the contract.
