Purchasing Card (P-Card) Services

The City of Carlsbad, New Mexico, is seeking a qualified vendor to provide comprehensive purchasing card services to support its government operations. The agency requires a robust system to manage card generation with immediate card numbers, online activation, card re-issuance, and real-time account closures. The selected provider must deliver online capabilities for making changes, setting and increasing transaction and monthly limits electronically, checking pending and posted authorizations, and monitoring card status. The scope of work covers security and fraud detection features, including detailed reporting on fraud, disputes, and chargebacks. The agency requires flexible billing statement methods, automatic expense allocation, a defined rebate structure, and the ability to edit or lift restrictions on codes. Bidders must also provide mechanisms for issuing cards to new cardholders and creating and editing hierarchy levels within the system. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency expects the selected vendor to perform all work offsite over a contract period of one year.
