Parking Operator Service

The government authority in Boise, Idaho is seeking a parking management company to operate its ParkBOI public parking garages under a cost-plus management fee. The agency needs to solve the challenge of managing, maintaining, and securing its public parking facilities while maintaining high customer service standards. The selected operator must establish a dedicated local office solely for the ParkBOI system, separate from any other client offices, and pay the rent for this space directly. The scope of work requires the operator to provide ongoing customer service, resolve customer issues, and conduct a customer service outreach program. The operator must hire, train, supervise, and discipline all parking staff, as well as purchase all necessary supplies and pay for operations, maintenance, and utilities for each facility. Additional responsibilities include providing parking management advice, performing comprehensive financial auditing and reconciliation, and assisting with the development of an annual budget. The operator must collect and track parking-related statistics, including occupancy, duration, revenues, expenses, and safety data. The agency also requires the provision of parking facility security services, typically overnight, which the operator may subcontract to a third party. The contract period spans one year, and performance of the work will take place offsite. Eligibility is restricted to onshore organizations based in the United States. The agency is looking for proposals to determine the budget and has not disclosed a pre-set funding limit. A pre-bid meeting will take place on May 20, 2026, and bidders must submit all questions no later than June 3, 2026.
