RFI for Conditional Release Program Sexually Violent Predator Housing Assessment Services

The California Department of State Hospitals is seeking information to identify vendors capable of providing housing assessment services for the sexually violent predator conditional release program. The agency requires these assessment services to be delivered either by county, region, or on a statewide basis. The selected provider will conduct assessments based on statutory requirements, established guidelines, and provided leads to ensure potential housing meets all legal and operational standards. The scope of work covers evaluating proximity restrictions established by law and assessing the accessibility of basic needs and services in relation to each property. Providers must measure cellular and GPS signal strength at the locations and evaluate the property line of sight to adjacent structures. The agency also requires code compliance assessments and evaluations of the physical condition of the housing structures, noting that specific assessment requirements may change depending on the circumstances. Eligible organizations must be located within the United States, and the performance of the requested work will take place offsite. The agency is currently looking for proposals to determine budget parameters and has not disclosed a specific funding limit.
