Medical Review Officer Services

The government authority located in Oakland, California is seeking a vendor to provide Medical Review Officer services in support of its federally mandated drug testing program. The agency needs to solve the problem of ensuring regulatory compliance, medical review, and verification of drug test results, along with obtaining regulatory consultation and program support. The selected contractor must provide title to the government authority and ensure adequate staffing to support the timely verification of drug test results. The scope of work covers the medical review and verification of drug test results in compliance with federal requirements, regulatory consultation regarding Department of Transportation drug testing requirements, and the provision of verified results through a secure electronic reporting system. Services must be performed by licensed physicians meeting Department of Transportation medical review officer qualification requirements, though staff may perform administrative functions under the direct, personal supervision of the officer. The contractor must support District management information system reporting and audit documentation requirements through digital integration with the current drug testing software management company, Test Vault, and provide immediate communication to Designated Employer Representatives via a mobile phone provided to the medical review officer. Eligibility is restricted to onshore organizations based in the United States of America. Performance of the work may occur either onsite or offsite. The agency is looking for proposals to establish the budget, and the resulting contract period will last for three years.
