Medical Contract Monitoring Services

The Western Virginia Regional Jail Authority in Roanoke, Virginia is seeking a vendor to provide medical contract monitoring services. The authority needs to ensure its medical contractor delivers all clinically necessary medical, dental, and psychiatric services to inmates as effectively, efficiently, and principally on-site as possible. The selected vendor will monitor the medical contractor's performance to limit outside services and identify areas of concern requiring greater attention. The scope of work requires the vendor to conduct at least one on-site visit per month to attend medical advisory committee and continuous quality improvement meetings and perform operational compliance audits. The vendor must provide regular communications, including conversations, emails, and monthly written reports to the superintendent or a designee. Additionally, the scope includes monthly audits of utilization reviews for outside hospitalizations, emergency room visits, specialty care, and outside care to per-diem inmates to ensure proper authorization and reimbursability. The vendor must also perform a monthly review of all staff incidents involving medication errors and other related incidents to identify trends and potential litigation. Eligibility is restricted to onshore vendors located within the United States, and the performance of the work must be conducted on-site. The authority is requesting proposals to establish budget expectations for a contract period of one year. A mandatory pre-bid conference will take place on June 04, 2026.
