Visitor Assistance Program Services

The Hawaii government authority is seeking a vendor to promote, develop, and conduct a Visitor Assistance Program. The agency needs to solve the problem of visitors experiencing crime, accidents, medical emergencies, death, bereavement, and other adversities while in Hawaii. The program must provide direct visitor assistance, emergency support services, coordination and partnerships, partner engagement and outreach, and program administration. The scope of work requires responding to referrals and providing services such as medical support, law enforcement coordination, airline issue resolution, and assistance in obtaining acceptable identification. The selected vendor must also offer visitor information, education, emotional support, guidance, and prevention efforts targeting health and safety issues. Emergency support services include facilitating or providing transportation to airports or medical facilities and coordinating temporary lodging. The agency requires the vendor to maintain active working relationships with law enforcement agencies, hospitals, and healthcare providers. The vendor must participate in stakeholder engagement activities that support visitor safety and demonstrate the impact of the program. Administration of the program requires maintaining accessible intake and response mechanisms, including phone lines, referrals, and partner networks. Only organizations based onshore in the United States are eligible to submit proposals. The performance of all contracted work will take place offsite. The agency has not disclosed a specific budget and is looking for proposals to determine the cost. Bidders must submit all questions regarding this opportunity no later than May 22, 2026.
