The authority needs the vendor to develop and implement robust evaluation plans that assess program impact, outcomes, cost-effectiveness, cost-benefits, and overall value. The vendor must report and present all research findings, evaluation results, and strategic recommendations to the authority. Eligible bidders must be onshore organizations located in Canada.
