Traffic and Transportation Engineering Services

The Howard County government authority in Columbia, Maryland is seeking traffic and transportation engineering services on an as-needed basis. The agency needs to design, analyze, and evaluate various transportation initiatives to advance its Complete Streets Policy. This effort aims to improve multimodal safety, optimize traffic operations, and address community traffic concerns throughout the jurisdiction. The scope of work covers preparing engineering designs for shared-use paths, bicycle lanes, sidewalk connections, and pedestrian crossing improvements. The selected partner will also design and evaluate traffic calming measures such as speed humps, raised crosswalks, chicanes, curb extensions, and mountable truck aprons, which includes performing before-and-after construction analyses. Additionally, the agency requires traffic engineering studies, such as signal and stop sign warrant analyses, roundabout analyses, parking evaluations, and intersection level of service analyses. Data collection activities will also be required, including speed studies, vehicle volume and classification counts, bicycle and pedestrian counts, and peak-hour turning movement counts. Eligible bidders must be onshore organizations based in the United States. The agency requires the selected contractor to perform the work onsite in Columbia, Maryland. Bidders must submit their proposals digitally via email or through the designated online portal. The agency is currently looking for proposals to establish the budget and pricing structure for these as-needed services. A pre-bid meeting is scheduled for June 17, 2026, to address questions regarding the requirements. The agency has not disclosed specific evaluation criteria weights in the initial announcement.
