Vehicle Towing Services

The Capital Region Airport Commission is seeking a qualified towing services provider to perform on-call, as-needed vehicle towing, relocation, storage, and related administrative services at Richmond International Airport in Virginia. The agency needs to resolve safety hazards and operational interference caused by abandoned, inoperable, illegally parked, or improperly parked vehicles on Commission property. To maintain public safety, operational integrity, and facilitate maintenance or capital improvement work, the selected provider must relocate vehicles from one airport location to another as directed. The scope of work requires twenty-four hours per day, seven days per week, three hundred sixty-five days per year response capability. The provider must coordinate with the Commission regarding vehicle impoundment, processing, and disposition. Required equipment includes a heavy-duty wrecker with a multi-axle twenty-five ton minimum boom rating, a gross vehicle weight rating greater than thirty-three thousand pounds, a minimum towing capacity of eighty thousand pounds, and Towing and Recovery Association of America Class Eight capability. Eligible bidders must be located onshore within the United States, and all contracted work must be performed onsite at the airport. The agency is issuing this solicitation as a requirements-based contract with a performance period of one year. Bidders must submit any questions regarding this opportunity no later than May 27, 2026, and the agency is currently seeking proposals to determine the budget and pricing structure.
