Mixed-Use Development Services

The City of Garland, Texas is seeking mixed-use development services to enhance public and private amenities within the municipality. The project covers two distinct parcels, Site A consisting of 6.010 acres and Site B consisting of 6.947 acres. The agency allows these sites to be developed separately or as part of a coordinated master development plan. To facilitate an independent evaluation, the agency requires separate financial information and supporting assumptions for each proposed use or component. Only onshore organizations based in the United States are eligible to submit proposals for this opportunity. The scope of work may be performed either onsite in Garland or offsite. The agency is currently looking for proposals and has not disclosed a specific budget. A pre-bid meeting is scheduled for June 03, 2026, to discuss the project requirements. Bidders must submit all questions regarding this opportunity no later than June 26, 2026.
