Early Intervention Mental Health and Substance Use Disorder Services

The Siskiyou County government authority located at Campus Drive in Yreka, California is seeking a vendor to provide an early intervention mental health and substance use disorder services and supports program. The agency designed this program to prevent mental illness and substance use disorders from becoming severe and disabling, and to reduce disparities in behavioral health outcomes among eligible youth. The program must reduce the likelihood of adverse outcomes among agency-eligible youth, including suicide, self-harm, school suspension or failure, unemployment, prolonged suffering, homelessness, child removal, incarcerations, overdoses, and the worsening of mental illness. The selected provider must reach and serve high-need priority populations within all areas of the agency. The scope of work includes increasing access to substance use disorder services, housing interventions, and evidence-based and community-defined practices while building the behavioral health workforce. The agency requires a multi-service mental health program that provides ethnically and culturally diverse opportunities in a healthy, inclusive manner with a wide spectrum of activities that foster recovery and resiliency. Services must be culturally responsive, meet people in familiar and welcoming settings, honor community identity, and reduce barriers to care. The program must seek input and guidance from participants as a required element for planning activities, service delivery, and operating guidelines. The provider must also form relationships with community-based agencies and service providers to link participants to additional community services and supports. The agency is focusing on outcomes, transparency, accountability, and equity for this initiative. Bidders must perform all work offsite and must be located onshore within the United States. The contract period will run for one year. The agency is looking for proposals to determine the budget and requires all questions to be submitted no later than June 11, 2026.
