Residential Treatment Program Services

The San Diego County Probation Department requires integrated, residential substance use treatment and rehabilitation services for adult clients under county probation supervision. The target population consists of individuals who are not enrolled in Medi-Cal and are not eligible for services in the Drug Medi-Cal Organized Delivery System. Through this program, the agency aims to mitigate the risk of incarceration or other institutional placements for these probationers by providing a structured recovery environment. The selected provider must deliver a comprehensive range of substance use treatment services and related rehabilitation activities within a residential treatment facility. All operations and services will be performed offsite at the provider's facility. Eligible bidders must be onshore organizations based in the United States. The agency is seeking proposals to determine the budget and cost structure for these services. Interested parties must attend a pre-bid meeting scheduled for May 20, 2026. All formal questions regarding this procurement must be submitted to the agency no later than May 27, 2026.
