Investment Advisory Services

The City of Manteca, California is seeking investment advisory services to review and improve its current investment program. The agency needs recommendations regarding its investment policy, liquidity management, methods for achieving investment objectives, and the selection of an appropriate performance benchmark. To solve these needs, the selected advisor must provide detailed reports covering portfolio holdings, accrued interest, amortized cost, market values, security ratings, transaction details, principal and interest payments, earnings, and portfolio summary statistics. The scope of work requires the provider to perform all services offsite from their own office location. Eligibility is strictly limited to onshore organizations based in the United States. The agency has not disclosed a set budget and is currently looking for proposals to determine the cost of these services. All clarifying questions regarding this opportunity must be submitted to the agency no later than June 18, 2026. The agency will evaluate proposals based on the submitted investment advisory methodologies and the ability to meet the specified reporting requirements.
