Distribution Capital Reliability Spending Expert Service

The government authority located in Columbus, Ohio is seeking an independent contractor to provide distribution capital reliability spending expert services. The agency needs to solve the problem of analyzing and evaluating distribution reliability background materials, as well as all materials filed by the Utility and other parties in an active proceeding. This proceeding specifically relates to reliability metrics, distribution capital spending, grid modernization spending, and distribution capital planning. The scope of work requires the contractor to review, analyze, and critique the Utility's proposed distribution and grid modernization capital spending for a multi-year period, including the Application, work papers, and supporting testimonies. The contractor must also review and critique the agency Staff's proposed distribution capital spending as related to reliability in their Report of Investigation, work papers, and supporting testimony, which includes preparing objections to the Staff Report. Additionally, the contractor must prepare written, direct, and rebuttal testimony, present that testimony at the hearing, and include appropriate distribution reliability capital investments and supporting schedules. Bidders must possess substantial experience in evaluating all issues related to distribution reliability for the Utility. Eligibility is restricted to onshore entities located in the United States, and the contractor will perform all work offsite. The agency is contracting for a period of one year and is currently looking for proposals to determine the budget.
