Investment Advisor Service

The Maryland-based government authority in Baltimore is seeking an investment advisor to assist in the administration of its college prepaid trust. The agency needs a partner to evaluate its financial status and recommend appropriate investment strategies based on its financial condition and liquidity needs. This role requires recommending asset allocations, investment structures, strategies, and appropriate investment managers to execute the established investment policy. The selected advisor must recommend individual investment objectives, policies, and guidelines for each investment manager. The scope of work includes performing ongoing monitoring of each investment option for qualitative issues that may impact the appropriateness of each alternative. The agency requires a quarterly report compiled for the treasurer that details this information and provides watch list recommendations. The advisor must review the investment program manager's objectives at least annually to ensure adherence to overall performance and expenses, including the performance of individual funds. The agency is issuing a five-year contract for these services. Only United States organizations are eligible to bid, and the advisor will perform all work offsite. The agency is currently looking for proposals and has not disclosed a specific budget.
