The agency requires a remote or desktop deposit process that allows staff to scan checks and transmit images and data for automatic direct deposit. The selected bank must possess the technology and systems capability for direct online communication, including free online banking services, online stop payments, online voids, online funds transfers, and deposit reporting. The scope of work covers electronic debit and credit processing, payroll direct deposit, investment services, and lockbox services. The agency also requires MasterCard or VISA availability with a competitive interest rate and no annual fee, subject to credit approval. Additionally, the bank must forward received tax payments to the agency daily and provide unlimited free ATM transactions at the bank's own ATMs. Eligible bidders must be onshore organizations based in the United States. The agency will allow the performance of work to be conducted either onsite or offsite. Bidders must submit any questions regarding this opportunity no later than June 16, 2026. The agency is seeking proposals to determine the budget for these services. The resulting contract will cover a performance period of five years.
