The Johnson City, Tennessee government authority is seeking a qualified vendor to provide comprehensive banking services. The agency needs to manage its operating accounts, student services, specialized financial technology, and auxiliary enterprise accounts. The selected provider will maintain master zero-balance accounts, handle accounts payable and payroll, and deliver daily electronic reporting of balances and transactions. The scope of work requires automated clearing house services and wire transfer capabilities. To address security and fraud prevention, the agency requires the implementation of Positive Pay services for check fraud protection, debit blocks, and multi-level user authentication for online banking. The contract term for these services will span five years, and the performance of the work will occur offsite. Eligibility is restricted to onshore organizations based in the United States.
