Lockbox Remittance Services

The City of Raleigh, North Carolina requires lockbox remittance services for its water, sewer, and solid waste utility payments. The selected service provider must supply all personnel, equipment, work and storage space, and transportation to handle payment processing and depositing. The agency needs to solve the challenge of daily payment management by securing a system that interfaces directly with its Oracle Customer Care and Billing utility program. The scope of work requires daily mail pickup and same-day processing of both standard and nonstandard payment items. The service provider must transmit all payment credits to the agency's bank depository on a daily basis to ensure full, same-day deposit credit. Additionally, the provider must securely post data, image and archive all transaction items, and maintain a backup plan to ensure continuous service during disasters or equipment failures. The agency requires daily, weekly, monthly, and yearly reports, which the provider must deliver online or through an agreed-upon method like email or hard copy. The provider must also offer same-day retrieval and transmission of hard copy or electronic transaction items upon request. Performance of all contracted work must take place onsite. Eligibility is restricted to onshore organizations based in the United States. The agency is looking for budget proposals to determine the cost of these services.
