Design Combined Public Safety Facility Service

The City of DeSoto, Texas is seeking a vendor to provide conceptual design services for a combined public safety facility. The agency needs to solve space and operational coordination challenges by integrating Fire, Police, and Dispatch functions into a single, cohesive facility. The project covers programming, pre-design, schematic design, and design development phases to establish a functional architectural blueprint. During the initial phases, the agency requires the development of a program summary, preliminary space allocation diagrams, and pre-design site layout alternatives. Schematic design must produce conceptual floor plans that optimize operational adjacencies among the three public safety branches. Design development requires refined architectural plans, sections, elevations, and detailed layouts for apparatus bays, living quarters, training areas, a community room, criminal investigation division and police administrative areas, dispatch consoles, a server room, and equipment spaces. Eligible bidders must be onshore organizations based in the United States. The selected vendor must perform all work onsite at the designated location in DeSoto, Texas. The agency has not disclosed a set budget and is currently looking for proposals to determine the cost of the project. The agency will host a pre-bid meeting on June 10, 2026, to discuss the project requirements. Bidders must submit all clarification questions no later than June 26, 2026. The agency will evaluate proposals based on the submitted design methodologies and qualifications.
