Owner’s Representative Consultant Service

A government authority located in New Jersey is seeking an owner's representative consultant to assume primary management responsibility for a multiphase project. The agency needs to solve the problem of coordinating all project matters, managing development teams, and ensuring compliance with budgets and schedules. The selected consultant will assist with developing capital improvement budgets, establishing project schedules, directing development team meetings, and overseeing the acquisition of permits from regulatory agencies. The scope of work covers pre-construction conceptual planning for the site development plan and assisting the agency in selecting professional consultants through RFQ or RFP processes. The consultant must oversee these selected professionals, conduct site visits to document construction quality, and coordinate with architects, engineers, construction managers, and subcontractors to resolve design issues. Additional duties include reviewing contractor bids, managing change orders, evaluating payment applications against work in place, and providing detailed progress and budget reports to the agency. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of the work to be conducted onsite. Bidders must submit proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget.
