Construction Manager at Risk Services

The City of Phoenix, Arizona, is seeking a qualified vendor to provide Construction Manager at Risk services to execute a watermain replacement project. The agency needs to replace approximately 12,816 linear feet of existing watermains with new 4-inch PVC piping. Additionally, the project requires the replacement of 169 service laterals up to the water meters, positioned directly adjacent to their existing locations. The selected vendor must coordinate closely with the agency's engineer to deliver the project in two distinct phases. The agency will award separate contracts for the Preconstruction Phase and the Construction Phase. All physical performance of the work must occur onsite at the project location in Phoenix. Eligibility is strictly limited to onshore organizations based in the United States. Bidders must submit their proposals digitally, either via email or through the designated online portal. The agency is currently looking for proposals to establish the project budget and has scheduled a pre-submittal meeting for June 16, 2026.
