Construction Manager at Risk Contractor Services

The City of Burlington, Vermont, is seeking a Construction Manager at Risk contractor to provide comprehensive construction management services for its wastewater infrastructure. The agency needs to upgrade and manage facilities across multiple critical systems, including influent pumping, foul sewer pumping, primary clarifiers, existing aeration tanks, and existing secondary clarifiers. The selected contractor will also oversee work on new aeration tanks, tertiary treatment, chlorine contact tanks, waste sludge storage, and various sludge pumping, storage, and thickening systems. The scope of work further spans the dewatering system, an aluminum sulfate feed system, electrical and PLC/SCADA systems, and the administration building. All performance of the work will occur offsite. The agency is looking for proposals to establish the budget for this undertaking. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency will host a pre-bid meeting on June 16, 2026, to discuss the project requirements. Bidders must submit all questions regarding the solicitation no later than July 1, 2026.
