Progressive Design Build Services

The City of Raleigh, North Carolina, is seeking a qualified vendor to provide comprehensive progressive design-build services. The agency requires a partner to manage and execute a complete suite of infrastructure development services, ranging from initial planning to final construction preparation. This project addresses the agency's need for integrated design and construction expertise to streamline project delivery and ensure constructability. The scope of work covers project management, roadway design, hydraulics design, and environmental screening and permits. The selected vendor must also perform erosion and sedimentation control design, geotechnical design, pavement management, and right-of-way services. Additionally, the agency requires traffic engineering design, utility coordination and design, cost estimating, scheduling, and constructability reviews. Eligibility is strictly limited to onshore organizations based in the United States. The agency requires all performance of the work to be conducted onsite in Raleigh, North Carolina. The agency has not disclosed a set budget and is looking for cost proposals from interested bidders. The agency has established key procurement dates to guide the selection process. Bidders must submit all questions regarding the solicitation no later than June 9, 2026. The agency will host a pre-bid meeting on June 16, 2026, to discuss the project requirements.
