Construction Manager at Risk Services

The City of Lakeland, Florida, is seeking a vendor to provide Construction Manager at Risk services. The agency requires a partner to manage both pre-construction and construction phases of an upcoming project to ensure cost control, quality, and schedule adherence. This initiative aims to mitigate construction risks through a guaranteed maximum price structure and coordinated subcontractor bidding. During the pre-construction phase, the selected manager must review and coordinate the work prepared by the architect, engineer, and owner against existing site conditions. The scope includes reviewing proposed construction materials, calculating a guaranteed maximum price, and recommending value engineering cost-savings programs. The manager will also coordinate the competitive bidding process for trade subcontractors. For the construction phase, the agency requires the development of an overall construction management plan and the coordination of all insurance requirements. The manager must hold bi-weekly progress meetings with the city, design team, and trade contractors, while maintaining a daily site diary. Monthly construction cost status reports incorporating budgets, value schedules, purchase orders, and approved change orders are also required. The scope further includes assisting with the selection and procurement of city-supplied materials and owner-direct purchases, as well as providing final project close-out documents. Eligible bidders must perform all work onsite within the United States. The agency will award a contract for a one-year period, and bidders must submit their proposals digitally via email or online.
